Community Solar Program: A community solar project is a large, central solar power plant, whose electricity is shared by more than a single property (i.e. renters).

Microgrid Program

Microgrid Program: A community microgrid is a local energy grid with control capability, meaning it can disconnect from the traditional grid and operate autonomously (e.g. for critical facilities).

EV Infrastructure Program

EV Infrastructure Program: Community EV mobility and infrastructure to minimize the use of fossil fuel vehicles.

Community Urban Hydro Program

Community Urban Hydro Program: Hydroelectric micro-generator installed within municipal water pipes to generate 100% clean electricity. This technology produces electricity 24/7 with the existing water flow, creating an alternative to community solar.

Retrofit  & New - Affordable Housing Community Solar Program

Retrofit & New - Affordable Housing Community Solar Program: Prosumer homes that integrate hardware, software, and network to interconnect distributed energy resources and incentivize individuals to become market participants.

Virtual Power Plant Program

Virtual Power Plant Program: The virtual power plant program is a cloud-based distributed power plant that aggregates the capacities of heterogeneous distributed energy resources (DER) for the purposes of enhancing power generation, as well as trading or selling power on the electricity market benefit all the participants.

Drive Technology Innovation:

  • Empower and direct agencies to explore and accelerate the adoption of new energy technologies.
  • Encourage regulated utilities to pursue innovative energy technologies and offer customer choices.
  • Pilot emerging technologies in partnership with local agencies and utilities.
  • Directly support R&D through innovative Prosumer programs and develop local technologies and expertise.

Modernize legislation, policy, and incentives:

  • Promote grid modernization initiatives.
  • Implement performance incentives that reward utilities for meeting policy goals.
  • Foster competition between traditional utilities and third parties.
  • Include pilot programs in cost recovery and rate-making structures.

Provide funding and financing mechanisms for cleantech innovation:

  • Encourage the adoption of financial incentives to drive the deployment of innovative energy technologies.
  • Direct public agencies in the development of Green Bonds to finance sustainable projects.
  • Encourage State and Federal grants or programs to advance the deployment of new technologies.
  • Promote a Digital Marketplace for qualified private investors (crowdfunding). That may include community members.
  • Monetizing natural capital to fund local retrofitting and all-electric new construction.

Prepare the workforce:

  • Provide workforce development programs for Community College students and community members promoting energy efficiency, demand response, water conservation, renewable resources, etc.
  • Partner with the industry to identify skill gaps and workforce availability.

Update communications networks and data systems:

  • Encourage public agencies to access infrastructure efficiencies.
  • Develop policies and programs to facilitate the state's transition to a 'smart state.'
  • Meet the broadband needs of underserved communities.
  • Incorporate cybersecurity into infrastructure upgrades.
  • Coordinate roles and information sharing across stakeholders.

Engage and Educate Community Members:

  • Direct agencies and local organizations to develop community outreach activities needed to support the deployment of innovative energy technologies.
  • Deploy Education and Workforce development programs.
